Could Hunger Games be an alternate 1930s timeline instead of a futuristic dystopia?

I’ve been thinking about the Hunger Games universe lately. What if it’s not set in the future but in an alternate past? Here’s my idea:

Imagine if Mexico accepted Germany’s alliance offer in WW1. The US would’ve fought Mexico and won, taking over most of its land. This could’ve led to a stalemate in Europe and a ceasefire with Germany.

Without a post-war boom and hit by the Spanish flu, America might’ve become isolated. The Great Depression could’ve then forced Canada to join the US. This new country, called Panem, would’ve faced a southern rebellion, leading to the Dark Days.

District 13 might’ve been the last to hold out against the rebels. The Capitol could’ve moved to Salt Lake City, and District 13 might’ve been sacrificed to end the rebellion.

This theory explains the tech level and architecture in the books. It also fits with the timeline – 74 years before the book’s release would be 1933.

What do you think? Does this make sense as a possible backstory for the Hunger Games world?
